I have created a section with >> Mobile Icon Menu and I would like to be able to show it on all the pages of my site, but I don't know how to do it. On the other hand, I would like it to appear when the client has scrolled down 20px.

you should put this icon in the sticky header section. That way, when you scroll the page and sticky header is shown, you will also see that icon

This is already in operation. What I ask you... is how to make the fixed menu only appear when you start scrolling

If you want it to appear only after 20px scrolled then it requires custom coding and Motion Effect options. Read More about Elementor Motion effects here: https://elementor.com/blog/introducing-motion-effects/
