I have plan to make joomla template that will i sell commercially. Can I add Revolution Slider on that template package ? How terms of use about it ? How much price that i should pay for it ?

meanwhile we do not have commercial licsence so template providers using it with regular licsence .
when we will have commercial licsnece u will need to purchase 1 for each template.
it will cost a additional 100$
and u need to give the support to customer that buy with ur template
