Instead I have to upload them via FTP and then add them to Categories. My client would like to learn how to manage the galleries herself and does not have access to FTP, so I need to resolve this problem. The site is in Joomla 3.8.13. Well, I'm embarrassed, that works. The icon is so small I couldn't see the upload arrow. I thought it was just a save button. Thank you!
